We've found that the majority of these cases have cropped up where people have used registry cleaning utilities on their machine such as Primarily CCleaner and Advanced System Optimizer.

Do the following:

1. Open the registry editor by selecting Start > Run and type "regedit" [OK].
2. Now click the plus sign in front of HKEY_Classes_Root. Underneath this folder you see lots of other folders.
3. Type 'Dfrg' to jump to the following set of keys.

DfrgCtl.DfrgCtl
DfrgCtl.DfrgCtl.1
DfrgSnapin.DfrgSnapin
DfrgSnapin.DfrgSnapin.1
DfrgSnapinAbout.1

4. Right click on the first one and select permissions
5. Go to the Advanced button and uncheck the "Inherit from parent." option. Click OK.
6. In the top box called 'Group or User names' it needs to list both Administrators and System and they both need to be given 'full control'. Add or change the groups as needed. Don't change any other groups that may be listed.
7. Repeat these steps for the other 4 keys.
