The files that are not being defragmented in this case are critical system files. We believe that it is an unsafe operation to move these files and could cause boot up problems in some cases. As a result, all versions of Diskeeper from 6.0 Second Edition on, (no previous version of Diskeeper), have the first 4 files called in the boot up of Windows NT 4.0 and Windows 2000 on a hard coded exclusion list in both our online operations and the Boot Time (offline) Defragmentation engines: 1. ntldr As such, Diskeeper will never move these files. This is to help prevent Diskeeper from possibly moving these files beyond the area of the partition that the BIOS, (Basic I/O System), can see during boot up. This has become an issue as C: partitions have become larger and larger.
